I enclose a copy of a despatch from Lampson

covering one from Moss about deportation of Chinese

political refugees from Hongkong. Moss's despatch

has not been sent to Hongkong in view of the wordi ng

of certain passages, and we are not sending it to you

officially in case you should feel obliged to send it

on, but I think some of its contents may be useful

to you, though I am not attracted by Moss's proposal

for a public declaration by the Hongkong Government.

With reference to Canton despatch Number

151 of October 18th last, concerning the residence

in Hong Kong of Marshal Li Teung-jen and other

outlawed leaders of the Kwangsi party, a copy of

which was forwarded direct to you by the Acting

Consul-General, I have the honour to transmit

herewith a copy of a further despatch from Är.

Moss in which he describes the adverse effect upon

relations with the Chinese authorities of the pre-

sence in the Colony of political refugees hostile

to the Government of China.

Mr. Moss refers in the enclosed despatch

to a proposal to amend the Hong Kong Deportation
